United States and Iran Finalize Ceasefire Framework for June 19, 2026 – Beirut Strike Raises Concerns in the Middle East
The United States and Iran agreed to end military operations across all fronts on June 14–15, while Israeli strikes in Beirut and conflicting reports over the Strait of Hormuz underscored the fragile path toward a formal signing on June 19, 2026.
Agreements Made: Date Set For Signatures
The Institute for the Study of War (ISW) noted a Truth Social post by President Donald Trump, alongside an X post by Pakistani Prime Minister Shehbaz Sharif, announcing that a full deal had been reached on June 14, 2026. According to the posts, the United States and the Islamic Republic of Iran declared the termination of all military operations in all areas, including Lebanon. President Donald Trump’s announcement also included the opening of the international waterway to toll-free passage and an end to the United States blockade.
According to the ISW, the Supreme National Security Council (SNSC) and Deputy Foreign Affairs Minister Kazem Gharibabadi announced on X, confirming the ceasefire and the completion of the final draft Memorandum of Understanding. Based on President Donald Trump and Gharibabadi’s statements, both agreed the parties would meet in Switzerland on June 19, 2026, to sign the official documents. It was previously mentioned that there were three items to be discussed; based on Gharibabadi’s statement, these will be the termination of sanctions on Iran, the nuclear situation, and economic reconstruction and development over 60 days after signing the Memorandum of Understanding.
The ISW cited Sharif’s announcement on X and added that mediators will host meetings this week before the signing ceremony, meant to lay the groundwork for technical talks.
Israel Defense Forces: Attack on Beirut
Citing an article from the New York Times on June 14, 2026, the ISW noted that the Israel Defense Forces (IDF) launched an attack in southern Beirut, resulting in efforts to reach a diplomatic agreement as Iran threatened to respond by attacking Israel. The ISW cited a post by the IDF on X made on June 14, 2026, that showed a strike hitting a Hezbollah headquarters in Dahiyeh in the southern suburbs of Beirut, killing Hezbollah’s telecommunications chief. According to the IDF report on X, the attack was conducted in response to attacks in northern Israel with Hezbollah drones.
Based on ISW coverage, citing Telegram channels Defa Press and Tasnim News, along with X posts by National Security and Foreign Policy Commission Deputy Chair Ebrahim Azizi and Iranian Parliament Speaker Mohammad Bagher Ghalibaf, several Iranian officials issued warnings on June 14, 2026, stating Iran would respond to the attacks from Israel. The ISW cited a Fox News correspondent on X, who reported that President Donald Trump urged Iran not to retaliate.
This was followed by a New York Times piece that the ISW noted as saying three Iranian officials announced Iran was calling off their response to Israel after President Donald Trump asked for restraint. The ISW cited Tasnim News reporting that Gharibabadi said Iranian threats led to Iran getting some of the requested demands in the pending agreement. The ISW noted news reports from CNN and Reuters detailing peaceful protests against the negotiations in Iranian cities, including chanting for the resignation of Iranian Foreign Affairs Minister Abbas Araghchi outside the foreign ministry in Tehran.
Negotiations: A Leader Falls
According to NourNews, cited by the ISW, Iranian President Masoud Pezeshkian warned Iranians that negotiations did not mean Iran was forgetting its principles. Similarly, Fars News requested support from Iranian citizens for the negotiation team, based on ISW’s report.
The IDF posted to X on June 14, 2026, and was subsequently reported on by MTV Lebanon News; the ISW noted that senior Hezbollah leader and Radwan Force commander Ali Musa Daqduq was killed on June 13, 2026. Based on the IDF post on X, Daqduq was also known to command operations of Hezbollah’s Nasr Unit and led forces operating around the Israel-Syria border during the Assad era.
Strait of Hormuz: Opening The Waterway
According to CNBC, which the ISW cited, Vice President JD Vance said the United States expects the international waterway to open for the long term without tolls. The ISW noted that Tasnim News reported on June 15, 2026, that there would be a pause on fees against ships transiting the waters for the next 60 days, but that service fees will resume after the period has passed. The ISW cited reporting from Mehr News indicating that Iranian officials intend to manage the strait jointly with Oman.
The ISW cited ABC News covering an interview in which United States Vice President JD Vance said that any release of Iranian assets or easing of sanctions would depend entirely on Iran fulfilling its obligations under the new agreement. According to Tasnim News, cited by the ISW, Iran should implement the agreement based on its own interpretation and avoid accepting the United States readings of the text.
Based on ISW’s coverage, Tasnim News reported that Iranian Foreign Affairs Ministry Spokesperson Emsail Baghaei stated Iran and Oman would oversee vessel movement through the strait and the collection of related fees for the provision of maritime services on June 15, 2026. Fars News, cited by the ISW, also said the United States agreement had revisions emphasizing Iran and Oman’s sovereignty over the strait. According to Mehr News, which the ISW cited, the fee collection is a service fee for the waterway, not a transit toll.
The Strait: Conflicting Opening
The ISW noted a Truth Social post by President Donald Trump made on June 15, 2026, stating that ships were moving through the strait along the Southern Highway. Based on ISW’s citation of the Irib News Telegram channel, the Islamic Revolutionary Guards Corps (IRGC) Navy announced on June 15, 2026, that it had not issued any transit permits for the past 96 hours and that the Strait remained closed to all ships. The ISW noted the Telegram post warned vessels not to approach Iranian waters until further notice.
A Reuters report, cited by the ISW, said shippers from Asia and Europe were saying shipping companies would only resume navigation after obtaining confirmation that it is safe to travel the waterway. Based on the Reuters report, mine-clearing operations could take 40 to 50 days. The ISW cited an NPR report that President Donald Trump stated mine-removal operations would start once the agreement is signed on June 19, 2026.
Ceasefire: Hezbollah Congratulates Iran
The ISW cited the Military Media of the Islamic Resistance of Lebanon (mmirleb) Telegram channel, where Hezbollah issued a statement congratulating Iran on the comprehensive agreement to a ceasefire across all fronts with the United States on June 15, 2026. The ISW noted a Reuters report saying a Hezbollah official spoke about ending military operations after the deal was announced and that Hezbollah holding its end of the agreement was tied to Israel also ceasing military engagement. The Hezbollah official added during talks with Reuters that it rejects the IDF’s freedom of movement within Lebanon.
According to the mmirleb Telegram channel, the ISW noted that Hezbollah implied that the statement of the United States and Iran agreement set requirements for the IDF to withdraw from Lebanon, and that the agreement was only the beginning of liberating Lebanon. The ISW cited reporting from Entekhab on June 15, 2026, that corroborated that the IDF must withdraw from Lebanon as part of the Memorandum of Understanding. The ISW noted an X post by an Axios reporter that said a senior United States official told Israel that withdrawal from Lebanon was not one of the conditions for the Memorandum of Understanding and Israel has the right to self-defense should Hezbollah attack.
Based on the ISW’s coverage, Reuters reported that Israel is not a party to the agreement. The ISW cited a June 15, 2026, military correspondent with Times of Israel’s post on X, which said the Israeli Defense Minister, Israel Katz, stated Israel would maintain the presence in security zones of Lebanon, Syria, and the Gaza Strip to secure Israel’s safety. According to the correspondent, Katz added that the security zones in southern Lebanon were among its greatest achievements, with an emphasis that Israel opposed the withdrawal from Lebanon.
The ISW noted reports from Lebanese media through Telegram reporting strikes in southern Lebanon early June 15, 2026, but an analyst for N12News who posted to X was also cited as saying the IDF claimed to have ceased all operations based on reports from two separate IDF soldiers from different locations.
Dissent: Calls For Unity
The ISW cited multiple posts on X from Iranian President Masoud Pezeshkian and Parliament Speaker Mohammad Bagher Ghalibaf, who defended Iran’s decision to sign the memorandum and called for unity and national cohesion. Pezeshkian emphasized that most parliamentarians support the agreement under the guidance of Supreme Leader Mojtaba Khamenei. The ISW noted that their statements arrived after members of the Paydari Front criticized the negotiation track between Iran and the United States.
