Negotiations Freeze as Israel Expands Deeper Into Southern Lebanon

Negotiations between the United States and Iran have remained at a standstill, with no movement in advancing a draft 60-day ceasefire proposal meant to reopen nuclear talks. Iran continues to tighten control over the Strait of Hormuz through the Islamic Revolutionary Guard Corps (IRGC)-backed Persian Gulf Strait Authority (PGSA). The United States has responded with naval operations alongside sanctions on the PGSA, and enforcement actions to keep the Strait open, resulting in uncertainty about naval traffic and regional stability.

Negotiation Stagnation Amid Expansion of the Yellow Line

On May 31, 2026, the Institute for the Study of War (ISW) assessed that negotiations between the United States and Iran remained stalled, with no movement on sanctions relief, the release of frozen assets, or the sequencing of steps required for a ceasefire framework. ISW based this assessment in part on reporting from The New York Times on May 30, 2026, which cited three United States officials saying President Donald Trump remained concerned about unfreezing Iranian funds, which President Donald Trump appeared to have rejected in a Truth Social post on May 29, 2026.

Axios reporting from May 30, 2026, in which a senior administration official under President Donald Trump and a second source said the president had requested several amendments to the draft memorandum of understanding, also helped shape the ISW’s assessment. Through posts by IDF Online on X, the ISW noted that the Israel Defense Forces (IDF) were forging new ground offensives along the Litani River and broadening the Yellow Line, dismantling infrastructure while bolstering the control of southern Lebanon. Prime Minister Benjamin Netanyahu, via IsraeliPM_heb on X, confirmed the operational seizure of Beaufort Castle in the Nabatieh District on May 31, 2026, as an extension of their new offensive strategy.

Hezbollah Rockets In Retaliation

The ISW believes these attacks resulted in Hezbollah’s rockets targeting the city of Karmiel and the Krayot suburbs of Haifa between May 30, 2026, and May 31, 2026, which Hezbollah claimed via the Mmirleb Telegram channel. The ISW cited Tasnim News’ Telegram channel on June 1, 2026, reporting that Iranian officials had halted indirect mediation, which Tasnim News attributed to the IDF’s expanding operations in Lebanon. The expansion project directly conflicted with Iran’s demands that hostilities in Lebanon were to stop for negotiations to move forward on May 23, 2026.

Citing Irib News, the ISW reported that Supreme Leader Adviser Mohammad Mokhber referred to any ceasefire excluding Hezbollah as irrelevant during a meeting on June 1, 2026, lending weight to the ISW’s assessment that the situation in Lebanon is the crux of the discontinued negotiations. Furthermore, the ISW found messages through the Fars News Telegram channel of an interview with a member of the Iranian delegation team, wherein the delegate says that Iran has not changed its position on managing the international waterway nor their highly enriched uranium, and that they have not responded to the United States recent amendments to the negotiations.

The ISW reported on statements recorded by PressTV of Khatam ol Anbia Central Headquarters Commander Major General Ali Abdollahi Ali Abadi saying that civilians of northern Israel should evacuate should the IDF conduct attacks against Beirut, the capital of Lebanon. The ISW assessed that these threatening postures softened following a post by President Donald Trump on Truth Social. Both sides had spoken with the United States President and chosen to ease the aggressive rhetoric, per President Donald Trump’s message; however, Prime Minister Benjamin Netanyahu’s message on X on June 1, 2026, was noted by the ISW, which said the IDF would proceed with operations in southern Lebanon.

Escalations In Israel and Lebanon: The Strait Under Strain

The ISW noted that President Donald Trump told NBC News that the United States had not been informed of the decision to suspend indirect negotiations and that the naval blockade on Iranian ports would remain even if talks collapsed, arguing that Iran was already incurring significant economic losses. The ISW further reported that Iran and the United States had exchanged limited fire over the previous 48 hours. IRGC-affiliated media Irib News claimed on May 31, 2026, that Iranian air defenses shot down a United States MQ-1 Predator drone over Iranian territorial waters, while United States Central Command (CENTCOM) stated that the drone had been operating over international waters. 

ISW cited CENTCOM as saying it conducted defensive strikes against Iranian air defense systems, a ground control station, and two one-way attack drones on Qeshm Island and in Goruk, Hormozgan Province, after which the IRGC launched two missiles at United States forces in Kuwait on May 31, 2026, which CENTCOM reported were intercepted without causing damage or casualties. United Kingdom Maritime Trade Operations (UKMTO) reported on June 1 that an unspecified projectile struck a cargo vessel transiting the northern Persian Gulf, later identified by Iraqi media and OSINT accounts as the Panama‑flagged MSC Sariska V, with a second impact several hours later that caused a fire the crew extinguished. 

The ISW noted Iraqi officials told Reuters that the second strike was likely a drone, and the IRGC Navy warned commercial vessels the same day that it would identify and deal with ships cooperating with extra‑regional hostile forces.
